Policy Implementation Research on the Voucher Focusing on Choice and Competition : A Case Study on Mentoring Service

Abstract
This study focuses on how the logic of user choice and provider competition operates on the front line of policy processing. To find the implementation process, this study compared the policy design and the actual enforcement process. The findings are as follows. In the initial stage of service request, users were choosing its service providers, but in the delivery of services it was the provider who was choosing its users. Unlike government policy design, ¡®competition¡¯ and ¡®cooperation¡¯ are coexisted between providers. Through the results of this study, support is needed for user satisfaction by providing accurate information about the provider, making public of quality assessment. And the diversity of policy enforcement in accordance with service targets and areas can be highly taken into account when future policies will be designed for.
